Atal Bihari Vajpayee: An appreciation, Vajpayee was fond of grand gestures, frequently leaving the fine print to be worked out by others

Is he a private person? Yes, but you would never know it, judging by the way he’s lived his life. Is he a public person? Not always: His political moves, especially against his adversaries, were so indirect and secret but so brutal that they rarely recovered.

The 10th prime minister of India, Atal Bihari Vajpayee, has been awarded a Bharat Ratna. Born on December 25, 1924, at Gwalior, Madhya Pradesh, to a Brahmin couple, Krishna Bihari Vajpayee and Krishna Devi, Vajpayee studied law at Kanpur’s DAV College. When he enrolled for the course, his father, a teacher in a school, said he wanted to study law as well. Father and son were admitted to the same class and shared a room in the same hostel. When students started talking about the father-son duo, the two were placed in different sections. But those who studied with him remember evenings spent cooking meals together. It was those days that made Vajpayee a gourmand (he was especially fond of Malpuas, a north Indian sweet) and became ‘head cook’’ when he was in Chandigarh jail during the Emergency.

Vajpayee was a political intern of Syama Prasad Mookerjee and became a member of Parliament for the first time in 1957. It was during this time that he actually came face to face with India and made lifetime friends. Vajpayee was at Mookerjee’s side when he latter went on a fast-unto-death in Kashmir in 1953, to protest against the system of carrying a permit for entering the state and the “inferior” treatment of Indian citizens visiting Kashmir, as also the special treatment accorded to Kashmir because it had a Muslim majority. Mookerjee died after weeks of weakness, illness and confinement in jail. Vajpayee wept bitterly at his funeral. It was a defining moment for his politics.

For several years, Vajpayee, along with the and later the Bharatiya Janata Party, stayed on the fringes of politics. In those days, because resources were few and the party organisation not so robust, leaders like Vajpayee and Bhairon Singh Shekhawat would contest from two and three constituencies. They would win some, lose some. No one thought of the BJS or BJP as India’s Hindu Right, not even when the party walked out of the Janata Party, (in whose government Vajpayee was foreign minister) on the issue of dual membership.

In the 1960s, during his tenure in Delhi as MP, Vajpayee came into contact with B N Kaul, who was a lecturer at Delhi's Ramjas College. When Kaul died, Vajpayee took Kaul’s family under his wing, including his wife Rajrani and daughters. Namita was adopted by Vajpayee as his daughter. His domestic arrangements caused a lot of tittle-tattle. Vajpayee paid no attention.

A matter of enduring mystery was his relationship with L K Advani, who was initially always a little in awe of Vajpayee – and the first to propose his name as prime minister, if the BJP ever came to power. Vajpayee was fond of grand gestures, frequently leaving the fine print to be worked out by others. There was a flash of something when became as famous, if not, more than Vajpayee: during the rath yatra to build the Ram Temple at Ayodhya. It was Vajpayee who noted with some disapproval that Advani had consented to get himself weighed in blood during the rath yatra. At one stage, he commented, entirely without bitterness: “Dekho, Advaniji ki vaanar sena ja rahi hai”. He wasn’t to be seen anywhere when the Babri Masjid was brought down.

It was this dualism that was at work when the riots broke out. Much is made of Vajpayee’s ‘raj dharma’ comment when he met Narendra Modi. But they were not equals and Vajpayee never letforget this.

To many of his friends, it was disappointing that he should have appointed his (foster) son-in-law, Ranjan Bhattacharya as an Officer on Special Duty in the Prime Minister’s Office. Although cronyism was not a word in much currency in those days, there was some debate about the wisdom of this appointment. There was a child in Vajpayee always struggling to come out. Outlook magazine spoke to his aide, Shiv Kumar to recall his vacation in the US in 1993, when Vajpayee was only an MP. After the official engagements, the  two  visited first the Grand Canyon, and then Disneyland. Vajpayee, then 69 years  old,  was fascinated. He tried out ride after ride with child-like enthusiasm. "We stood in the queues for each and every ride," laughs Shiv Kumar. "I don't think I have ever seen him in such a jolly mood,” the magazine wrote.

But anyone who thought he was an amiable duffer was badly mistaken. Govindacharya, who tried to imply that it was others – notably the Sangh – who were actually behind Vajpayee’s public persona, found himself thrown out and crushed beyond recognition. Such was Vajpayee’s reach that the RSS found itself either unwilling or unable to come to Govindacharya’s aid. Vajapayee could criticise Modi’s handling of the riots. But when Himachal Pradesh strongman Shanta Kumar tried to publicly agree with Vajpayee, he was dismissed from the central government.

The should be interpreted as an award for his efforts to repair relations with Pakistan. There was no one who tried harder. But it was a time in Pakistan’s history and a time in India’s that simply did not let it happen. Vajpayee and Musharraf came the closest to actually resolving the Kashmir dispute – Khurshid Ahmad Kasuri, Gen Musharraf’s foreign minister and the principal back channel advisor on the four-point agreement that was started in 2002 and continued till 2007 (when it was finally dropped), has some interesting anecdotes about Vajpayee in his book that will come out next year.

Vajpayee has now retreated to a world that is entirely his own. He cannot talk, recognises no one and is bed-ridden. And yet, no one will disagree about the Bharat Ratna. It’s just frustrating that we will never get to know the real Atal Bihari Vajpayee.

Rural Development Ministry to introduce Mobile Monitoring System in MGNREGA to bring Transparency

The Ministry of Rural Development is likely to introduce Mobile Monitoring System for effective implementation of Mahatma Gandhi National Rural Employment Guarantee Act, MGNREGA. The Monitoring System will be introduced on a pilot basis to allow real time monitoring of all works, workers attendance and work site measurement. The move is likely to plug leakages in the rural job scheme. Moreover, the Centre has recently sanctioned 147 crore rupees to the States to strengthen the social audit structures. Social Audit ensures comprehensive public scrutiny of records and accounts with a view to enhance transparency and accountability. The additional grant was sanctioned as States were finding it difficult to put the necessary institutional structures for social audit within the overall 6 percent administrative cost.
To devise a better mechanism to improve the quality and durability of assets created under MGNREGS, Schedule I to the MGNREG Act, 2005 has been modified to provide that at least 60% of the works being taken in a district in terms of cost shall be for creation of productive assets directly linked to agriculture and allied activities through development of land, water and trees.  It has also been notified that the 60:40 ratio of labour to material component will be maintained at the district level (instead of Block level) for the works to be executed by implementing agencies other than Gram Panchayats. Detailed labour budget guidelines for 2015-16 were issued in July, 2014 introducing an Intensive Participatory Planning Exercise(IPPE) in 2500 backward blocks to bring greater participation and scientific methods in planning of works and to give due emphasis on convergence with a view to creating sustainable assets and providing focussed wage employment. Guidelines have been issued for watershed management works taken up independently under MGNREGS or in convergence with Integrated Watershed Management Project, IWMP.
The Ministry has also prepared a proposal last month for extension of provision of bank loan for women Self Help Groups, SHGs at 4% in 100 additional districts. To suggest whether a statutory institution like NABARD or any other institutional mechanism is required to facilitate flow of credit to women SHGs, an expert group was constituted under Mrs Usha Thorat, former Deputy Governor of RBI. The report of the group has been received and further action is being taken. Action Plan to achieve credit targets for SHGs was discussed in the Central Level Coordination Committee meeting on September 10, 2014. For comprehensive monitoring of SHGs, public sector banks and private sector banks have been advised to share the data on a monthly basis to National Rural Livelihoods Mission, NRLM web portal. Given the top priority of the Government on skill development, it is being proposed that the present provision whereby the outlay for Aajeevika skills cannot be more than 25% of the total NRLM allocation will be removed and it will be made demand based.

The PMGSY guidelines have been amended for inclusion of Women Self Help Groups (SHGs) in transact walk to fix the alignment of PMGSY roads to address gender concerns. A pilot has been initiated on community based maintenance as well as performance based contracting of rural roads. An Action Plan for road side plantation alongside PMGSY roads under MGNREGA was issued on July, 2014. It is a matter of satisfaction that against a target of 5 lakh plants in 2014-15, 1.02 crore plants have already been planted so far. The Ministry has issued a circular on 16.10.2014 wherein the States have been permitted to design the bridges so as to serve as Bridge-cum-Bandhara for conserving the rain water and ensuring recharge of underground water table.
NRRDA in collaboration with Public Affairs Centre (PAC) is facilitating citizen’s monitoring of rural road construction under PMGSY   in three States viz. Meghalaya, Jharkhand and Rajasthan. The state projects for sanction of roads under PMGSY are considered by an inter-Ministerial Empowered Committee.
Indira Aawas Yojana, IAY, guidelines have been amended to give flexibility to States and Union Territories to decide the number of instalments and quantum (or) proportion of such instalments to be given to the IAY beneficiaries, subject to maximum of four instalments. States were also advised to undertake an immediate drive to get Pradhan Mantri Jan Dhan Yojana accounts opened for all those IAY beneficiaries who do not have a bank account in a nearby bank branch.
Skilling programme for poor rural youth was refocused and re-prioritised as Pandit Deen Dayal Updhyaya Grameen Koushalya Yojana(DDU-GKY) to build the capacity of rural poor youth to address the needs of both national and global skill requirements.  Priority will be given to champion employers who can guarantee training and placement of minimum 10,000 rural youth in two years.  In this regard, the Ministry has signed MoU for “Champion Employer” with three Institutes. The Prime Minster’s Make in India campaign would be promoted through intervention of industry internships supported through joint partnerships between industry and DDU-GKY.  Eligibility norms for coverage of rural youth have been expanded.
A new scheme Sansad Adarsh Gram Yojana has been approved and launched on October 11, 2014 focussing on integrated, convergent and holistic development of villages.  The guidelines for the Scheme have been also issued.  So far, 586 MPs have identified their Gram Panchayats. 
A Bank of Ideas and Innovations (BII) has been launched on 14/08/2014 to promote innovations across the country.  The objective is to create an eco-system to enable grassroots innovations to be identified and evaluated/tested, and successful innovations to be scaled up.  This will essentially lead to improving the pace and quality of design/implementation of rural development schemes.



 
 

     



Good Governance Initiatives of Labour & Employment Ministry


   The Ministry of Labour & Employment is committed towards good governance by bringing transparency and accountability in labour enforcement system. Below mentioned are initiatives by the Ministry in this direction.
Governance reforms through use of Technology:

Shram Suvidha Portal: The Ministry of Labour & Employment has developed a unified Web Portal ‘Shram Suvidha Portal’. There are 4 main features of this Portal:

·         Unique labour identification number (LIN) will be allotted to Units to facilitate online registration.
·         Filing of self-certified and simplified Single Online Return  by  the industry instead of filing 16 separate Returns. Amendments to 10 Rules has been taken up.
·         Computerized inspection Reports within 72 hours by the Labour inspectors.
·         Timely redressal of grievances.

The unique Labour Identification Number (LIN) has been issued to 7,40,850 Units as on 23.12.2014.

Transparent Labour Inspection Scheme in Central Sphere for random selection of Units for Inspection:

·         A computerized list of inspections to be generated randomly based on risk based algorithm.
·         Complaints based inspections to be determined centrally after examination based on data and evidence.
·         19,389 inspections have been generated as on 23.12.2014 since the launch of the Labour Inspection Scheme of which 15,892 have already been uploaded on Shram Suvidha Portal.
Initiatives in Progress:
·        Common Registration between PAN/CIN/LIN.
·        Common Registration and Reporting between 5 acts namely  The EPF & MP Act, 1952, The ESIC Act, 1948, The BOCW(RECS) Act, 1996, The CL(R&A) Act, 1970, and The Inter-State Migrant Workmen(RECS) Act, 1979.
·        10 states have shown interest in joining the portal.

Portability through Universal Account Number (UAN) for Employees Provident Fund: 

·         Digitization of complete database of  4,22,99,883  EPF subscribers and allotment of UAN to each of them.
·         UAN is being seeded with Bank account and Aadhar Card and other KYC details for financial inclusion.
·         EPF account of employee to be updated monthly and at the same time he will be informed through SMS.
·         Direct access to their EPF accounts and will also enable them to consolidate all their previous accounts.

Initiatives in Progress:

·        Special drive is being taken up for enrolling contract and construction workers. This will bring this hugeUnorganized Workforce into mainstream by bringing them under the formal social security cover. Details of contract workers will also be linked to Shram Suvidha Portal through UAN.

·        ESIC is to seed UAN mandatorily.

New Initiatives in Employment, Demand Responsive Vocational Training, and Career Services :

India is one of the youngest countries in the world. 58% our population is below 29 years of age.  That is why job creation particularly youth employment is focus area of our employment policy. The generation of the quality jobs means better skill alignment of workforce through Demand Responsive Vocation Training and quality apprenticeship so that the employment and employability of our workforce could be enhanced. It will also act as a bridge to realize the vision of thePM on Make In India, Skill India etc. Below mentioned are good governance initiatives by the Ministry in this direction:
1.    National Career Service Project 
Transformation of National Employment Service to provide employment related services on the national level portal. 
2.    NCVT MIS Portal 
The portal will link all NCVT affiliated Govt. & Private ITIs, 36 States / UTs Directorate, Apprenticeship Establishments, Central Institutes and  DGE&T at national level. 
3.    Skill Development Initiative Portal
The portal has been designed based on the guidelines for SDI scheme in vogue during 2007 to 2012 and being improved to make it effective and user friendly.



Gyan Sangam’

Prime Minister to Interact with Bankers during Bankers Retreat; Two Day Bankers’ Retreat called ‘Gyan Sangam’ to be held in Pune on 2nd and 3rd January, 2015 to Prepare a Blue Print of Reform Action Plan for Banking Sector
            The Government of India is conscious of the fact that Banking Sector, particularly Public Sector Banks (PSBs), require some major reforms.  While the major points of reform are being discussed on many occasions, the fine print of reforms needs to be outlined.  It is important that all the stake holders come together and prepare the outline of such a blue print.  With a view to have wider consultation with major stake holders, the Department of Financial Services (DFS), Ministry of Finance is planning to organise a top level “Retreat for Banks and Financial Institutions” to be called “ज्ञानसंगम” at National Institute of Banking Management (NIBM)/CAB, Pune, Maharashtra on 2nd and 3rd January, 2015.   The Retreat will be attended by the Union Finance Minister Shri Arun Jaitley, Minister of State for Finance Shri Jayant Sinha, RBI Governor, Dr. Raghuram Rajan, Finance Secretary Shri Rajiv Mehrishi, Secretary, Department of Financial Services (DFS) Dr. Hasmukh Adhia and all CMDs of Public Sector Banks (PSBs) and Financial Institutions(FIs).
            The Prime Minister Shri Narendra Modi will also be present at this Retreat on the second day in the Concluding Session.
2.         The objectives of this retreat are as follows:-

(i)                  To create a platform for formal and informal discussions around the issues which are important for banking sector reforms.
(ii)                To achieve a broad consensus on what has gone wrong and what should be done both by banks as well as by the Government to improve and consolidate the position of PSBs.
(iii)               To get some out of box ideas from prominent experts in the field as also from the top level managers attending the retreat.
(iv)       The final objective would be to prepare a blue print of reform action plan once adopted which could then be implemented by the banks as well as by the Government.

3.         Structure of the Retreat:-
(i)         Formal start of Retreat 
            (ii)        Session by prominent experts in the field.
            (iii)       Group discussions in six Groups.
(iv)       Session on sharing / demonstration of best practices and technology.
            (v)        Group presentations and Draft Action Plan.

4.         Topics for Group discussion:-
(i)         Consolidation and re-structuring of PSBs for better efficiency and capitalisation needs.
(ii)        Effective Risk Profiling and Recovery Mechanisms.
(iii)       Human Resources related issues with special focus on training and motivation of staff.
(iv)       Global practices and use of technology in banking operations.
(v)        Financial Inclusion / Financial Literacy and Direct Benefit Transfer.
            (vi)       Priority Sector Lending and Interest Subvention Schemes.

                                              The Outline of Reform Action Plan would be presented to the Prime Minister at 4 PM on 3rd January, 2015 at the Retreat.  Then, further deliberations will take place on this in the presence of the Prime Minister.         -

Maiden Flight of Panchi


Panchi, the wheeled version of Unmanned Aerial Vehicle (UAV)Nishant capable of taking-off and landing using small airstrips had its maiden flight lasting about 20 minutes. Today’s flight was preceded by a series of high speed taxi trials. SA to RM, Secretary. Department of Defence R&D & DG DRDO DrAvinashChander, congratulated the team for the success. The UAV Panchi has all the surveillance capabilities of UAV Nishant. However, it will have longer endurance as it does not have to carry the air bags and parachute system as in the case of UAV Nishant. DS and DG Aeronautical SystemsDr K Tamilmani said, “Aggressive efforts by the ADE (Aeronautical Development Establishment) team during the past 8 months in creating this version are commendable”.

The conventional NishantUAV already inducted in Army is a multi-mission UAV with Day/Night operational capability, launched from an all-terrain hydro-pneumatic launcher and is recovered with the help of on board parachute system and an underbelly airbag. It is designed for battlefield surveillance and reconnaissance, target tracking& localization, and artillery fire correction. The electro-optic payloads are mounted on a stabilized steerable platform. A sophisticated image processing system is used for analyzing the images transmitted from the UAV. The aircraft has a jam resistant command link and digital down link for transmission of imagery. The air vehicle has autonomous flight capabilities and is controlled from a user friendly Ground Control Station. 

End-to-end Computerisation of PDS- A step towards good Governance


Ministry of Consumer Affair, Food and Public Distribution is implementing a Plan Scheme on End-to-end Computerisation of TPDS Operations on cost sharing basis with the States/UTs. The scheme has been declared as a Mission Mode Project (MMP) by the Government.

The Scheme comprises following activities and expected outcomes:
·        Digitization of TPDS (Targeted Public Distribution System) related data- Correct identification of beneficiaries: removal of bogus cards: better targeting of food subsidy.
·        Computerisation of Supply Chain- Timely availability of foodgrains at FPS (Fair Price Shop): check leakages/ diversion.
·        Grievance Redressal Mechanism and Transparency Portal- Bring transparency & Public accountability.
·        FPS automation- Ensuring that correct beneficiary receives the entitled quantity of foodgrains.

 On fully implemented, the Scheme will provide various citizen centric services as given below:

·          Ration card related requests such as application for new ration card, change of address, name change, deletion of member, etc. can be dealt online through the system. This will provide beneficiaries a convenient facility and minimise their visit to Food & Civil Supplies offices.

·             The digitised list of beneficiaries shall be made available in the public domain on State Governments` TPDS portals. This will introduce transparency in the identification of beneficiaries, allow beneficiaries to check their status, encourage social audit etc.

·             Through the State TPDS portal, beneficiaries can also check status of foodgrains allocated for their respective Fair Price Shop (FPS) each month including quantity delivered at the FPS, when delivered etc. Beneficiaries can also enrol for SMS alert facility, so that they are informed on mobile phones through SMS about despatch of vehicle carrying foodgrains, receipt at the FPS, etc. Timely access to information relating to availability of foodgrains will prevent denial of entitlement to beneficiaries, reduce their trips to FPSs etc.

·             The facility for registration of grievances and tracking their status is also available through the State TPDS portal, toll-free helpline numbers, etc. If the complaints are not responded in time, the same would be escalated to senior officers for timely redressal. Under the integrated module for grievance handling, if beneficiaries provide mobile numbers while filing their grievances, through SMS they can receive its acknowledgement and once the grievance is settled, they can again be informed.

(v)        Computerisation of last mile activities i.e. distribution of foodgrains at the FPS level is also being taken up. Once automation of FPS is implemented, the genuine beneficiaries can be authenticated through point of sale device at FPS, the sale transaction captured online etc. so as to ensure that the entitled quantities of foodgrains reach the actual beneficiaries.

National Informatics Centre (NIC) is the technical partner under the scheme and has developed a Common Application Software (CAS) as per the scheme requirements, which has been offered to States/UTs.

One of the India’s core strength the Information Technology is sought to be taken to new heights.  Midway through the year the new Government came in and shifted gears to fast track usage of all technologies including the Information Technology.  The Digital India is to be an overarching Programme for empowering people. E-governance is to be hallmark for good governance. Steps have been initiated to connect over 2.5 lakh Gram Panchayats by laying about 7 lakh kilometers of optical fiber cable in the next three years. Over 1,13,000 crore rupees is expected to be spent on the programme over next 5 years.

Launching the National Digital Literacy Mission in August this year, the Prime Minister had said that a digital revolution was about to begin. Modi went on to say that his vision of a `digital` India encompasses a time when the common man is able to track the government`s work from his mobile phone.  There is the Digital Saksarat Abhiyaan (DISA) to make 42.5 lakh people digitally literate. A scheme for the purpose was approved on 9.12.14 under Digital India. Out of the total target, 4 lakh candidates are to be trained by Industry, NGOs and others through their own resources/under CSR and remaining 38.5 lakh candidates would be supported by Government.
Various applications of IT have started to be introduced. Jeevan Pramaan is one such application for biometric identification system for pensioners and biometric attendance for government employees. The Jeevan Praman was also launched by the Prime Minister indicating the importance that the Government is giving to the sector.

Another area that a new focus was laid was Electronic manufacturing. Electronics Manufacturing Clusters (EMC) Scheme now provides financial assistance for creating world-class infrastructure for electronics manufacturing units and Modified Special Incentive Package Scheme (M-SIPS) provides financial incentives to offset disability and attract investments in the manufacturing of electronics products (including telecom).  Electronic Development Fund to promote Electronic System Design and Manufacturing (ESDM)has been set up Promotion of Electronic Manufacturing Clusters: foundation stone laid at Bhopal and Jabalpur. In principle approval given to 16 more clusters. Giving importance to the skill development in Electronic System Design and Manufacturing (ESDM) sector, the Prime Minister again took time to lay foundation stone for National Institute for Electronics & Information Technology (NIELIT) center Ranchi.
Again at the initiative of the Prime Minister a High Level Task Force headed by the former Cabinet Secretary Shri T.S.R. Subramaniam was constituted to propose for revitalization of the Department of Posts. As a part of the modernization of the Department Selection of vendor for supply of hardware connectivity and services to about 1,30,000 rural post offices has been completed and Letter of Intent (LoI) issued to the selected bidder.

As the communications forms the basis for the Information Technology, there have been efforts to strengthen the sector through allocation of more spectrums to the Telecommunication operators. Public WiFi hotspots in universities and public places are sought to be installed.

1.      Gyansetu- internet based real time ICT system to provide e-services to be launched on 25thDecember, 2014.
2.      Jodi Plan for Mobile for MTNL Subscribers to be launched on 25.12.2014
3.      One month rental free for broadband and broadband & landline combo plans for new bookings for MTNL customers on 25.12.2014.

4.      Launch of Time Stamping of CCA - Time stamps establish the time when a document or transaction was created. The service has been created and is ready to be launched by three Certifying Authorities (CA) – (n) Code Solutions, eMudhra and SIFY.
5.      Launch of Good Governance Booklet:  As indicated by a note received from Cabinet Secretariat, this booklet will highlight key achievements of DeitY and will act as a ready reckoner for general public. The booklet will be published in both physical form and e-Book. The draft list of the items to be included in the book has been prepared
6.      Short Audio Visual (Film)- The proposed AV/Film will highlight the key achievements of DeitY. The proposed length of the film is 8-10 mins and the key projects taken up by DeitY namely MyGov, Biometric Attendance, Revamping of MMPs, Digital Locker, e-Book & e-Bhasha platforms, Jeevan Praman, e-Sampark and Mobile Seva.
7.      e-Book platform developed by CDAC – Developed by CDAC, the e-Book platform will allaow all Govt Dept/agencies to create e-Books in standardized format. This will allow the general public to have cost effective access to large amount of educational material and Govt reports/Publications in digital formats.
8.      e-Governance Competency Framework :- Competency based selection for implementation of e-governance would also support good governance. Developed by DeitY, this framework assesses and enhances the competencies of Government officers for visualizing, conceiving and delivering projects aimed at transforming existing systems. eGCF will make the e-Gov services in the country more sustainable and responsive to the needs of citizens.
9.      Chips to Institutions/Systems Project :- The project aims at developing skilled/specialized manpower in areas of micro electronics, VLSI, Systems development on Chip, through premiere institutions like IITs and IISCs etc. It will result in development of more than 50,000 industry ready professional will be produced.
10.  NIXI project (Gujarati idn) :- An initiative of the Internet Governance Division of DeitY to ensure inclusive development using the Internet. The local language plays a critical role in making Internet more inclusive by widening the knowledge base across communities in the native language and promoting the use of local language content. The growth of Internet has mainly taken place in one language namely English leading to the language barriers for non-English speakers. . भारत Country Code Top Level Domain Name (ccTLD) in Devanagari script was formally launched by the Hon’ble Minister for Communications and Information Technology,  Mr. Ravi Shankar Prasad on 27 August, 2014. After the launch of .Bharat in Devanagari script National Internet Exchange of India (NIXI) jointly with C-DAC propose to launch the IDNs in Gujarati, Bengali and Manipuri on Good Governance Day on  December 25th, 2014.

11.  Mobile as Digital Identity: - DeitY conducted a consultation workshop in October 2014 to brainstorm on various aspects of how mobile phones can be used as instruments for electronic authentication of individuals’ identities. The participants included industry practitioners/ bodies, members of the academia, implementers, regulatory authorities, and officials from DeitY and other departments. The key outcome of the workshop and further deliberations was that “digital identity” should imply enabling mobility while establishing a person’s identity. For usage of mobile as an instrument of digital identity, three possible mobile identity solutions emerged: (1) mobile number linked with Aadhaar; (2) mobile digital signatures; and (3) voice biometrics (either standalone, or linked to mobile number). Work is underway to implement the most efficient and effective solution to enable citizens to enjoy the benefits of a mobile cradle-to-grave digital identity. A report on “Mobile as Digital Identity” is proposed to be launched on 25th December 2014.

12.  NGN (Next Generation Network)Switch of BSNL, DoT:- BSNL will able to offer new services after NGN like Wide Area IP Centrex (WIPC), Multimedia services (MMVC), Prepaid which are not available on TDM switches. It enables to offer Multimedia communication with Quality of Services (QoS). The service will be launched through a Video phone facility between Delhi & Bangalore
