प्रदेश में औद्योगीकरण को बढ़ावा देने के लिए Single-Window System लागू किया गया है। पूंजी निवेश को आकर्षित करने एवं इसे और कारगर बनाने के लिए SMS अलर्ट भेजने की व्यवस्था की गई है। 04 दिन में विभागाध्यक्ष को और 14 दिन में संबंधित सचिव को SMS अलर्ट जाएगा। इसके अलावा मॉनिटरिंग के लिए Dashboard भी बनाया जा रहा है। सिडकुल का डैशबोर्ड बन गया है। राज्य, जनपद और विभाग स्तर पर मॉनिटरिंग की अलग-अलग व्यवस्था की गई है। यह जानकारी मुख्य सचिव श्री Utpal Kumar Singh को सचिवालय में Single-Wind<span class="text_exposed_show" style="display: inline; font-family: inherit;">ow System के मॉनिटरिंग कमेटी की बैठक में दी गई।</span></div>

बताया गया कि अब आसानी से पता चल जाएगा कि कितने C.A.F. (Common Application Form) प्राप्त हुए। कितने का निस्तारण हुआ और कितने CAF लंबित हैं। यह भी पता चलेगा कि किस विभाग या अधिकारी द्वारा तय समय सीमा में निस्तारण नहीं किया गया। बैठक में बताया गया कि 10 करोड़ रुपये तक के पूंजी निवेश के प्रस्तावों का क्लीयरेंस जिला स्तर पर गठित समिति में किया जाता है। 10 करोड़ से अधिक के प्रस्ताव राज्य स्तर पर गठित समिति में रखे जाते हैं। सभी तरह की क्लीयरेंस तय समय सीमा में होती है। 15 दिन में सैद्धान्तिक सहमति और 30 से 60 दिन में संचालन की मंजूरी दी जाती है।</div>

<span style="font-family: inherit;">मुख्य सचिव ने निर्देश दिए कि भू-अभिलेखों को Digital बनाने के कार्य में तेजी लाएं। रजिस्ट्री, दाखिल खारिज की प्रक्रिया भी Online करें। जमीन को लीज पर देने या लीज पर लेने के लिए भी जरूरी है कि भू-अभिलेख Online हों। बताया गया कि Portal में ऐसी व्यवस्था की जा रही है कि जमीन का पूरा विवरण Online होगा। इसे राजस्व, स्टाम्प रजिस्ट्रेशन और बैंक से भी जोड़ा जाएगा।</span></div>

मुख्यमंत्री श्री त्रिवेन्द्र ने कहा कि स्थानीय उत्पादों, हस्तशिल्प, हथकरघा एवं जैविक उत्पादों की डिमांड तेजी से बढ़ रही है। यूरोपीय देशों में हाथ से बुनी हुई वस्तुओं की मांग तेजी से बढ़ रही है। प्रदेश में इन उत्पादों की अपार संभावनाएं हैं, इनको बढ़ावा देने के लिए लोगों में कौशल विकास की जरूरत है। उन्होंने कहा कि राज्य में प्रिटिंग के क्षेत्र में अच्छा स्कोप है, एक प्रिटिंग प्रेस से लगभग 20 स्थानीय लोगों को रोजगार मिलता है। उन्होंने कहा कि कट पेपर पर प्रिटिंग करने से उसकी लागत थोड़ा अधिक होता है। लेकिन इससे स्थानीय उद्योग स्थापित होगा और राज्य का पैसा राज्य में ही रहेगा। उन्होंने कहा कि नेशनल हैण्डलूम एक्सपो में पिछले वर्ष की तुलना में इस वर्ष अच्छी सेल हुई। पिछले वर्ष 03 करोड़ 50 लाख की सेल हुई जो इस वर्ष बढ़कर 05 करोड़ 62 लाख हुई।</div>

राज्यपाल ने कहा कि बसंत उत्सव के अवसर पर आयोजित चित्रकला प्रतियोगिता में अधिक से अधिक स्कूली बच्चों को प्रतिभाग करने के लिए प्रेरित किया जाए। प<span class="text_exposed_show" style="display: inline; font-family: inherit;">ोस्टल कवर के लिए ऐसे पौधे को लिया जाए जो कि उत्तराखण्ड से जुड़ा हो। इस पर व्यापक विचार विमर्श के बाद स्पेशल पोस्टर के लिए ‘जम्बू’(Allium auriulatum) पर सहमति व्यक्त की गई। यह हिमालय में पाया जाने वाला पौधा है जो कि औषधीय गुणों से भरपूर है। उत्तराखण्ड के उच्च पर्वतीय भागों में स्थानीय लोगों द्वारा इसका उपयोग औषधि के साथ सब्जी व मसालों के रूप में भी किया जाता है।</span></div>

राज्यपाल ने कहा कि बसंत उत्सव के आयोजन के पीछे उद्देश्य है कि उत्तराखण्ड में फ्लोरीकल्चर व ऐरोमेटिक पौधों की खेती को बढ़ावा दिया जाए। फूलों की खेती के माध्यम से किसानों की आय को दोगुनी करने के प्रधानमंत्री श्री Narendra Modi जी के लक्ष्य को पूरा किया जा सकता है। उद्यान विभाग केवल बसंत उत्सव तक सीमित न रहे बल्कि इन प्रयासों को लेकर बागवानों, काश्तकारों तक पहुंचे। राज्यपाल ने कहा कि इस आयोजन को ऐसा स्वरूप देना होगा कि दूर-दराज के पुष्पोत्पादन, जड़ी-बूटी, सगन्ध पौधों तथा अन्य जैविक उत्पादों की व्यावसायिक खेती से जुड़े काश्तकारों/उत्पादकों व ग्राहकों के लिए मंच के रूप में स्थापित हो सके। इन व्यवसायों से जुड़े काश्तकारों को मार्केट भी उपलब्ध करवाने के प्रयास करने होंगे।</div>

बैठक में बताया गया कि हिमोत्थान जल स्रोतों की मैपिंग और सूख रहे स्रोतों के पुनर्जीवीकरण के लिए 300 गांवों में कार्य कर रहा है। इसके साथ ही अपने फेडरेशन के माध्यम से जल की गुणवत्ता पर भी कार्य किया जा रहा है। बताया गया कि विभिन्न कृषि उत्पादों के बीज का उत्पादन भी किया जा रहा है। इस वर्ष 300 क्विंटल बीज का उत्पादन कर किसानों को वितरित किया गया है। इससे फसल का उत्पादन बढ़ा है। हिमोत्थान सोसाइटी ग्राम्य विकास, कृषि, वानिकी, पशुपालन, शिक्षा, डेरी आदि विभागों और विशेषज्ञ संस्थानों के साथ मिलकर कार्य कर रहा है। बताया गया कि 10 पर्वतीय जनपदों में 35 क्लस्टर के माध्यम से 650 गांवों में कार्य किया जा रहा है। इससे 63000 लोगों को लाभ मिल रहा है। 18000 घरों के लिए 10 फसलों के उत्पादन और बाजार लिंकेज का कार्य किया जा रहा है। वर्ष 2018 से 2022 तक किसानों की आमदनी दोगुनी करने के लिए mission mode में कार्य करने की योजना बनाई गई है। पशुओं को चारा उपलब्ध कराने के लिए 1100 हैक्टर जमीन पर उत्पादन किया जा रहा है। इससे 500 गांवों के 25000 परिवारों को लाभ मिल रहा है। 100 गांवों में 12 क्लस्टर बनाकर 2000 पशुपालकों को बकरी पालन का लाभ दिया जा रहा है। इसके अलावा स्वरोजगार, शिक्षाए, स्वच्छता, शुद्ध पेयजल, कौशल विकास की दिशा में भी कार्य किया जा रहा</div>

Although some believe the move may compromise quality, it will help India improve its low gross enrolment ratio (GER) in higher education and address the problem of access to colleges, faced in several parts of India.</div>

“In a month or so, the rules will be finalized. The University Grants Commission is working on it,” said higher education secretary Kewal Kumar Sharma.</div>

The annual status of education report (ASER) published on Tuesday, which measures the learning ability of young people in the age group of 14-18 years, found that 73% used a mobile phone. “Maybe the policy makers can think about utilizing this bright spot,” said Madhav Chavan, co-founder of the non-government organization Pratham, which brings out the report.</div>

However, the policy will face three key challenges. For one, it will be in direct conflict with distance education; second, the experience worldwide is that open online courses have not been a spectacular success; and three, the evaluation of students will be a difficult task. Besides, Indian higher education is not staffed sufficiently to manage the existing number of students.</div>

This will be different from the regular correspondence course as it will allow students from outside the state—in case a state university is offering such courses—to sign up. At present, a state university cannot offer correspondence courses through distance mode to students residing outside the state boundary.</div>

Ministry officials said since only a fraction of the universities with good ranks will be allowed to offer such courses, quality can be handled better.</div>

Javadekar, however, said the government wanted to improve the GER significantly. Currently, some 25% of eligible students are pursuing higher education in India as against more than 70% in the US. Besides, the GER varies across several states. For example, while the proportion of students pursuing tertiary education is 14% in Bihar and 21% in Odisha, it is 47% in Tamil Nadu.</div>

Missing the grass for the trees in Western Ghats<br />Drastic decline in shola grasslands in Palani Hill range<br />Timber plantations, expanding agriculture and the spread of invasive species have eaten into as much as two-thirds of natural grasslands in the Palani Hill range of Western Ghats, shows a recently published study.</div>

Researchers from Ashoka Trust for Research in Ecology and the Environment (ATREE) in Bengaluru collaborated with a team from IISER in Tirupati, Botanical Survey of India, Vattakanal Conservation Trust and Gandhigram Rural Institute used satellite imagery to tabulate changes in the hilly landscape over nearly 530 sq.km. of the range which is popular for the hillstation, Kodaikanal.</div>

Loss of grasslands</div>

If in 1973, shola grasslands spread across 373.78 sq.km. of the landscape, four decades later in 2014, it had shrunk to just 124.4 sq.km., marking a 66.7% decline. The reduction is seen even in native shola forests, whose area has declined by a third to 66.4 sq.km.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
“These declines caught us by surprise, particularly considering that these dramatic changes have been occurring only around two decades ago,” said Milind Bunyan, Coordinator at the ATREE Academy for Conservation Science and Sustainability Studies, and the lead author of the paper that was published in PLOS One.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
These drastic declines are particularly stark in shola grasslands (which are stunted forest growths of diverse grass species), and seem to be accelerating through the decades.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
For the shola forests, however, the decline seems to have been arrested since 2003. Does this imply better conservation strategy for the woody forests, accompanied by a neglect of the grassland?</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
“For the department, much of their training is in managing forests, either for conservation or a source of income. However, shola grasslands which are critical habitats for many species, continue to be viewed as lower priority or grassy blanks,” said Mr. Bunyan.</div>

In the place of these grasslands and forests, timber plantations have thrived. From barely 18 sq.km. in 1973, plantations have grown by a staggering 1093% to 217 sq.km.</div>

Similarly, agriculture and fallow land have increased three times to 100 sq.km. in the past four decades.</div>

Invasive species</div>

The use of satellite imagery also revealed the nature of the growth of plantations. If till the 90s, it was a policy push for plantations — particularly after the settlement of Sri Lankan refugees — after that, it seems to be a natural march of invasive species such as prolific-seed-producer, Acacia.</div>

“The grasslands are in trouble, much more than the forests. It is important to preserve whatever patches are remaining and push back invasive species. Tackling this would require ecological understanding, rather than a knee-jerk reaction of harvesting invasive trees which (counter-intuitively) ends up actually accelerating the spread of Acacia,” said V.V. Robin, Assistant Professor at IISER Tirupati.</div>

As grasslands vanish or become more fragmented, local flora and fauna, particularly endemic species such as Nilgiri Pipit, may be under threat.</div>

“Grasslands are now fragmented which means specialists such as Nilgiri Pipit are immovably displaced. It does seem like there has been local extinction of the bird, particularly when compared to the sightings during the British Raj,” said Mr. Robin, whose team is now following the population and spread of the bird in the Palani Hill Range.</div>

India’s learning deficit is worsening: ASER study<br />In 14-18 years age group, only 43% able to do a simple division correctly, while 47% of 14-year-olds could not read a simple sentence in English, says the ASER study<br />The legacy of learning deficit visible so far in elementary school children is now being reflected among young adults too, the Annual Status of Education Report (ASER) study revealed.</div>

Since, around 10% of Indian population is in this age group, their productivity has a direct bearing on India’s competitiveness as an economy. At the same time, it also poses a political challenge to incumbent governments as they cannot be easily absorbed in the workforce—adding to the growing number of unemployed youth.</div>

Similarly, nearly one out of two (47%) 14-year olds could not read a simple sentence of English; the proportion was two out of five for 18-year olds. It is not just English, 25% of the youth could not read basic text fluently even when it was in their own languages.</div>

“Learning deficits seen in elementary school in previous years seem to carry forward as young people go from being adolescents to young adults,” the report underlined. “Interestingly, although reading ability in regional languages and in English seems to improve slightly with age (more 18-year olds can read than 14-year olds), the same does not seem to apply to mathematics. The proportion of youth who have not acquired basic math skills by age 14 is the same as that of (an) 18-year (old),” it added.</div>

The findings are disappointing and pointing to a larger problem, said Arvind Subramanian, chief economic adviser to the Union finance ministry, while unveiling the report. According to him political parties needed to make education an electoral issue to improve learning outcomes.</div>

This year ASER surveyed students in the age group of 14-18 years, unlike the last 12 years when it focused on students in elementary schools. The survey, though, has a smaller sample size this year.</div>

“When your secondary level students are not learning like the elementary students, the problem becomes bigger. It is because of two reasons—one, this 14-18 years age group are ready to enter the workforce and thus has a direct bearing on the economy; second, the families depend more on this young cohort for doing free work,” said Rukmini Banerji, chief executive of Pratham Education Foundation.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
This time ASER teams went beyond basics and surveyed students on activity in schools, ability to solve problems, exposure, awareness and aspirations across 28 districts in 24 states to gauge the “ability (of adolescents aged 14-18 years) to lead productive lives as adults”.</div>

And the findings are equally disappointing. For example, 24% in the 14-18 age group could not count currency correctly, 44% could not add weights correctly in kilograms as they were asked to add weights, 14% could not recognize a map of India and some 36% couldn’t name the capital of India. Similarly, while 79% could name the state they lived in, 58% could not locate it on a map.</div>

The ASER report also shows that enrolment gap between males and females in the formal education system increases with age. There is hardly any difference between boys and girls enrolment at age 14. But by the time they turn 18, the drop out rate is 32% for females and 28% for males.</div>

“The problem is multi-faceted. It’s not confined to just reading or mathematics and hence needs urgent attention,” said Banerji.</div>

Ills of too much transparency<br />In as much as we gain as we improve the transparency of decisions in organizations and society, we should be cognizant of the losses the pursuit for transparency entails.<br />In the last few days, circumstances forced the Supreme Court and the Catholic Church in Kerala, two organizations that normally operate in complete secrecy, to open up about a few of their decisions. Since what came out in the open were issues of impropriety, the immediate demand from all quarters was for even more openness about the functioning of both these organizations.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
The Catholic Church is a 2,000 year old organization that has made secrecy an art form. The case isn’t too different for the Supreme Court in India. The key decisions were taken only by a select few insiders and the man in the street was never privy to the machinations. The common man had no option but to obey their decisions or face the consequences, in complete silence.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Like sunlight, the ideal disinfectant, transparency has been considered the panacea against corruption in organizations and society. Transparency allows access to all decision-making processes. Decisionmakers know that what they say or do will be linked to them personally. They all know that their performance will be evaluated by others according to some normative standards. The decisionmaker is also expected to provide clear reasons for taking any decisions. Thus, transparency is expected to bring in the twin benefits of clarity about a decision and holding the decisionmaker accountable for it.</div>

It seems that more transparency can only do more good. Should organizations then open up all their decision-making processes?</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
As the chorus for more transparency was heard around the world, behavioural scientists did their bit to study the impact of more transparency. According to Ethan Bernstein of Harvard University, the issue of transparency can be seen from the point of view of the observer or from the point of view of the observed. Almost all the discussion on transparency has looked at the issue from the point of view of the observer. From that angle one can only visualize good things that will accrue due to new levels of openness.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
But when we look at the issue of transparency from the point of view of the observed, the whole issue takes on a complexity of a different order. According to sociologist Erving Goffman, being observed creates a feeling of being “on stage” among those who being are observed. As soon as they know of it, the observed will always change their behaviour to control others’ impressions and avoid embarrassments.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Transparency puts those observing the decisions in an evaluative mode, looking at everything with a critical eye. Right from prime time television debates to discussions on social media, we tend to focus on what has possibly gone wrong. We rarely use evaluations to look for opportunities to praise the decisionmaker. So the consequent tendency of the observed is a defensive one—to not be seen as doing anything wrong.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Innovation and creativity do not stem from a linear, as per existing rules, decisionmaking process. All innovations have come from experimenting with and even going against the status quo. The evaluative mood that transparency engenders obliterates any attempts at experimentation.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Innovation results from non-conscious processes in the brain. The consciousness of a person cannot explain the rationale for decisions that led to an innovative outcome. It is worse if the attempt to come up with an innovative solution was a failure. So the decisionmaker can neither explain why he took those decisions nor has anything to show in terms of results for walking a path different from what has been laid out according to existing rules. They know that those who cannot provide satisfactory justifications for their actions will face negative consequences.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Innovation cannot happen if there is no scope for experimentation or if failures are not tolerated, if not encouraged. The critical, evaluative mood that transparency creates will nip innovation in the bud.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Studies have shown that workers are at their most productive and creative when they are not observed, suggesting that performance improvements can sometimes be achieved by creating “zones of privacy”.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Calling for complete transparency in all decisionmaking also makes a crucial assumption about the powers of the brains of those observing the decisions. It assumes that the brains of those observing the decisions have the expertise to process all the information regarding that particular decision and arrive at the right conclusions. The truth is that most of us do not have expertise even in one field but have a tendency to be evaluative about almost all decisions, more so those decisions that affect us. Transparency tends to give a wrong feeling that having a point-of-view and having an expert point-of-view are the same.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Transparency is seen by many to be a panacea for many ills in organizations and society. But transparency is one issue that reminds us of the complex nature of human behaviour. In as much as we gain as we improve the transparency of decisions in organizations and society, we should be cognizant of the losses the pursuit for transparency entails.</div>

One should be careful of what we wish for. Too much of a good thing can actually be harmful. It is one thing to demand more and more transparency. But it is quite a different matter to decide how much transparency, for whom and in what context is most beneficial. Yes, sunlight is a good disinfectant, but sunstroke is an instant killer too.</div>

Building on India’s family planning success<br />Empowering women to make reproductive choices is the best way to address fertility, and its associated health challenges in India<br />Social reformer Raghunath Dhondo Karve was well ahead of his time when he pioneered family planning in Mumbai in the 1920s. Independent India’s first government caught up in 1952 when it started the world’s first family planning programme. There have been missteps since, such as Sanjay Gandhi’s forced sterilization drive. On the whole, these programmes have done well in tackling India’s fertility challenge. The recently released report on the fourth round of the National Family Health Survey (NFHS-4), carried out in 2015-16, shows where it has succeeded—and where shortcomings remain.</div>
<div style="background-color: white; color: #1d2129; font-family: Helvetica, Arial, sans-serif; font-size: 14px; margin-bottom: 6px; margin-top: 6px;">
The total fertility rate has declined to 2.2, marginally above the replacement rate of 2.1. This is substantial progress from 2005-2006 when NFHS-3 pegged the rate at 2.7. There are a number of takeaways from slicing the numbers in different ways. The first is the geographic variance. The fertility rate in 23 states and Union territories—including all the southern states—is below the replacement rate. It is substantially higher in a number of states in central, east and north-east India. Bihar, for instance, has the highest rate at 3.41, followed by Meghalaya at 3.04 and Uttar Pradesh and Nagaland at 2.74. Plainly, the nature and scope of the fertility-related public health challenge facing state governments varies widely. So must the response. The most effective way of enabling this is a greater role for local bodies in both urban and rural areas—an item on the incomplete devolution agenda.</div>

Second, breaking up the fertility rate by the background characteristics of female respondents produces the central takeaway. Education is a clear differentiator. Women with 12 years or more of schooling have a fertility rate of 1.7, while women with no schooling have an average rate of 3.1. Birth order backs this up. Thirty-one per cent of births to women with no schooling were of birth order four or higher. The corresponding rate for women with 12 years or more of schooling was 2%.</div>

Education levels are strongly correlated with another important aspect of the fertility rate. Higher levels of schooling mean lower levels of teenage pregnancy. In the 15-19 cohort, as many as one-fifth of the women with no schooling have begun childbearing, while only one in 25 women in the same cohort who have had 12 years or more of schooling have done so. Teenage childbearing, in turn, results in greater health risks. The median birth interval in the 15-19 group is 22.6 months. Birth intervals smaller than 24 months “are associated with increased health risks for both mothers and newborns”.</div>

The implication is clear. Lack of education robs women of reproductive control, feeding into India’s maternal and child health problem. Combined with younger pregnancies and higher childbearing rates, it also constrains women’s economic choices. This, in turn, reinforces a lack of reproductive control—44% of women who are unemployed use modern contraceptives while 60% of women who are employed for cash do so—perpetuating a vicious cycle.</div>

The skewed pattern of contraceptive usage is the third takeaway. Knowledge of contraceptive methods is now almost universal in India; the government has done well here. Despite this, men have not taken up the responsibility of managing fertility. The most popular contraceptive method by far, at 36%, is female sterilization. Male sterilization—a less invasive and easier method with a much lower chance of medical complications—accounts for a mere 0.3%. Male condom usage is low as well, at 5.6%. The public healthcare system, which accounts for almost 70% of modern contraceptive usage, doesn’t do enough to address this problem caused by societal attitudes. Only 54% of women were informed of other available contraceptive methods while 47% of women were informed of the possible side effects of their chosen method.</div>

The initial decades of India’s family planning efforts were shaped by foreign funds and agencies that were driven by Malthusian economics. That particular logic has long since been debunked. Now, the Centre and state governments must catch up. The National Population Policy (NPP) of 2000 explicitly rejected the numbers game—the targeted approach that had dominated fertility management until then. But the hangover remains with the National Health Policy 2017 again setting a fertility rate target. And it took the Supreme Court, in its 2016 verdict in Devika Biswas vs Union of India & Others, to call for an end to sterilization camps. These corral poorly informed women, largely in rural areas, in order to hit bureaucratic targets, often violating reproductive rights in the process.</div>
<div style="background-color: white; color: #1d2129; font-family: Helvetica, Arial, sans-serif; font-size: 14px; margin-bottom: 6px; margin-top: 6px;">
Almost a century ago, Karve took the then radical view that women could best confront the fertility challenge via emancipation and gender equality. That continues to hold true today. Successive governments have done well over the decades; NFHS-4 shows improvement in almost all metrics from the 2005-06 NFHS-3. Now, they must focus on enabling educational and economic opportunities for women.</div>

<span class="text_exposed_show" style="display: inline; font-family: inherit;">,,,,,,,,,,,,,,,,,,,</span>मुख्यमंत्री श्री त्रिवेन्द्र ने कहा कि प्रदेश में कृषि एवं ग्राम्य विकास के लिये किसानों की आय दोगुनी करने के उद्देश्य से कृषकों को 02 प्रतिशत ब्याज पर एक लाख रूपये तक का ऋण उपलब्ध कराने हेतु "दीन दयाल उपाध्याय किसान कल्याण योजना" शुरू की गई है। अब तक लगभग एक लाख किसानों को सस्ता ऋण उपलब्ध कराया जा चुका है। प्रदेश में पर्यटन को बढ़ावा देने के लिये भी प्रभावी प्रयास किये जा रहे है। 13 जिलों में 13 नये पर्यटन गंतव्य बनाये जा रहे है। वर्ष 2017 में लगभग 22 लाख से अधिक पर्यटक चारधाम यात्रा में आये। प्रदेश में अधिक से अधिक पर्यटक आये इसके लिये केदारनाथ व बदरीनाथ के सौन्दर्यीकरण पर भी विशेष ध्यान दिया जा रहा है। कोटद्वार में, कोटद्वार इको टूरिज्म सर्किट विकास एवं सफारी वाहनों का संचालन शुरू किया गया है। ऊर्जा के क्षेत्र में उत्तराखण्ड की लंबित 33 जल विद्युत परियोजनाओं के संचालन में केन्द्रीय ऊर्जा और जल संसाधन मंत्री द्वारा सकारात्मक सहयोग दिया जा रहा है। राज्य में 25000 मेगावाट विद्युत उत्सर्जन क्षमता है, किन्तु अभी हम 4000 मेगावाट का ही उत्पादन कर पा रहे है। उत्तराखण्ड को ऊर्जा प्रदेश बनाने के लिये हमारे प्रयास जारी है। L.E.D बल्बों का सभी सरकारी एवं गैर सरकारी कार्यालयों में उपयोग अनिवार्य किया गया है।</div>

मुख्यमंत्री ने कहा कि स्वास्थ्य के क्षेत्र में प्रभावी पहल करते हुए राज्य के दूरस्थ पर्वतीय क्षेत्रों में "ई-हैल्थ सेंटर" की शुरूआत के लिये राज्य सरकार द्वारा देश की प्रमुख I.T. Company के साथ MOU किया गया। राज्य के 35 अस्पतालों में टेली रेडियोलाॅजी एवं टेली मेडिसिन योजना प्रारम्भ की गई है। सभी जिला चिकित्सालयों मे न्यूनतम 2 बैड के I.C.U. की स्थापना का निर्णय लिया गया है। बड़ी संख्या में डाक्टरों व नर्सों की तैनाती पर्वतीय क्षेत्रों में की जा रही है। जल संरक्षण के लिये देहरादून में रिस्पना नदी व अल्मोड़ा में कोसी नदी के पुनर्जीवीकरण हेतु अभियान प्रारंभ किया गया है। आगामी 5 वर्षों में हमने 5 हजार प्राकृतिक जल स्रोतों को पुनर्जीवित करने का लक्ष्य रखा है। रिस्पना के पुनर्जीवीकरण के लिए एक दिन में उद्गम से संगम तक वृक्षारोपण और साफ-सफाई अभियान का भी हमारा लक्ष्य है। मुख्यमंत्री ने कहा कि कौशल विकास के क्षेत्र में आगामी तीन वर्षों में एक लाख से अधिक युवाओं को स्किल्ड बनाने की दिशा में हमने कदम बढ़ाये हैं। इसके लिये 02 आवासीय कौशल विकास केन्द्र स्थापित किये जा रहे है। उद्योगों की आवश्यकता के अनुसार आई०टी०आई० और पाॅलिटेक्निक में नये ट्रेड का प्रशिक्षण एवं राज्य कौशल योजना को पुनर्गठित कर, पण्डित दीन दयाल उपाध्याय राज्य कौशल योजना प्रारम्भ करने का निर्णय लिया गया है। राज्य में साॅफ्टवेयर टैक्नोलाॅजी पार्क आॅफ इण्डिया(STPI) की स्थापना के साथ ही प्रधानमंत्री कौशल विकास योजना के अंतर्गत स्टेट कम्पोनेंट में देश का प्रथम प्रशिक्षण केन्द्र उत्तराखण्ड में शुरू हो गया है। राज्य में Central Insititute of Plastic Engg. & Tech. मुख्यमंत्री श्री त्रिवेन्द्र ने कहा कि काकड़िया गुजरात की सबसे बड़ी झील है जो 3 किलोमीटर की परिधि में फैली है। काकड़िया झील अहमदाबाद में काफी लोकप्रिय है तथा पर्यटकों के आकर्षण का भी केन्द्र है। इस झील में वर्तमान में, पर्यटकों के लिए एक एक्टीविटी सेंटर के तौर पर स्थापित किया गया है जहां कई प्रकार की सुविधाएं उपलब्ध है। यहां बाल वाटिका है जो विशेष तौर पर बच्चों के लिए बनाई गई है। यहां एक बोट क्लब भी है जहां आकर पर्यटक, बोटिंग का लुफ्त भी उठा सकते है। मुख्यमंत्री श्री त्रिवेन्द्र ने काकड़िया झील परिसर में प्रधानमंत्री श्री Narendra Modi द्वारा स्थापित किड सिटी का भी अवलोकन किया। उन्होंने कहा कि यहां पर बच्चों के कैरियर कौशल विकास की भी व्यवस्था बनाई गई है। बच्चे भविष्य में क्या बनना चाहेंगे, क्या कैरियर अपनाना चाहेंगे, इसकी भी तालीम की व्यवस्था है, इसके लिये यहां पर सम्बंधित विषयों के जानकार उपलब्ध रह कर बच्चों को उनके कैरियर चुनाव में मदद करते है, तथा उनकी जिज्ञासाओं का भी समाधान करते हैं। मुख्यमंत्री श्री त्रिवेन्द्र ने साबरमती रिवर फ्रंट में आयोजित फ्लावर शो का भी अवलोकन किया, इस फ्लावर शो में गुजरात के साथ ही राजस्थान, मध्य प्रदेश व महाराष्ट्र के नर्सरी उत्पादकों द्वारा प्रतिभाग किया गया। मुख्यमंत्री ने अपने भ्रमण के दौरान एशिया के सबसे बड़े रेपटाइल पार्क का भी अवलोकन किया तथा इसके रख रखाव आदि की जानकारी प्राप्त की।</div>

झील के चारों ओर व आसपास स्थित टूरिस्ट स्पॉट के दर्शन कराने के लिए यहां अटल एक्सप्रेस नाम से टॉय ट्रेन भी संचालित की जाती है। मुख्यमंत्री श्री त्रिवेन्द्र ने इस अवसर पर इस टाॅय ट्रेन की सवारी भी की। मुख्यमंत्री श्री रावत ने कहा कि राज्य की झीलों आदि में इस प्रकार के प्रयोग बच्चों के लिये शिक्षाप्रद होने के साथ ही पर्यटकों के आकर्षण का केन्द्र बन सकते है।</div>

मुख्यमंत्री ने कहा कि उत्तराखण्ड में टिहरी, नैनीताल, नानक सागर, कालागढ़ के साथ ही सूर्यधार झील परियोजना व सौंग बांध आदि का इसी लेक की तर्ज पर पर्यटन व अन्य गतिविधियों के लिये विकसित किया जा सकता है, इसके लिये विस्तृत कार्ययोजना तैयार करने के भी निर्देश उन्होंने दिये हैं। मुख्यमंत्री ने कहा कि उत्तराखण्ड का नैसर्गिंक सौन्दर्य पर्यटकों के आकर्षण का केन्द्र रहा है। यहां की झीलों के साथ ही रमणीय बुग्यालों, ओली, मुनस्यारी के बर्फीले तल, चारधाम के अलावा अन्य प्रमुख धार्मिक स्थलों को भी देश व दुनिया के सामने लाने की जरूरत है। इस दिशा में यदि प्रभावी पहल की जाये तो उत्तराखण्ड पर्यटन प्रदेश बनने के साथ ही प्रदेश की आर्थिकी का भी मजबूत आधार बन सकता है। इसी दिशा में प्रदेश के 13 जनपदों में 13 नये गतंव्य स्थापित किये जा रहे </div>

Ghulam Hasan, 76, standing behind a wall of curious onlookers, finally summons the courage to step up with a few questions of his own. It’s been many years since he’s seen so many strange faces at his home in Chakwali—the last village in the Gurez valley, a tehsil in Jammu and Kashmir, at the northern tip of India, and just a short distance from the Line of Control. He shuffles amid the crowd, keenly observing faces and baggage alike, asks a few questions about where we have come from, and returns to his perch in the shade, satisfied with the answers.</div>

It takes a simple hello to get him chatting, and, in the next few minutes, he begins reflecting on an era when visitors frequented these parts.</div>

“There were so many things to see, so many stories to hear. Everyone would be out of their homes, watching the entourage of caravans pass by—some familiar faces, others visiting for the first time,” he says.</div>

Hasan speaks of a time when trade flourished on the Silk Route and Gurez was considered the gateway to Central Asia. There was a sense of excitement each time a caravan made its way through the many villages en route. They brought essential goods from across the high mountains and, more importantly, news from distant lands, helping break the monotony of a secluded existence in the midst of nowhere.</div>

For instance, the valley’s renowned potatoes would be taken to Skardu on a day’s march from Chorwan, a short distance from Dawar—the headquarters of Gurez. There, after a quick barter, traders would return with mules laden with apricots and apples. It was just one of the many exchanges that took place in this roving marketplace spread over a hundred miles. Gurez became a hub and a vital link between towns such as Kashgar and Gilgit in the north and Srinagar and Kargil in the south.</div>

All that changed when India and Pakistan were handed their identities in 1947. The trade routes were sealed; the goods stopped coming in, as did the news. The people of Gurez were gradually pushed into a life of self-sustenance, isolation, and, to a certain extent, oblivion, tucked away in a corner of India that they are unfamiliar with.</div>

What took me to Gurez was a simple call by Anil Gupta—fondly known as “professor” and founder president of Sristi, an Ahmedabad-based organization that works on grass-roots innovations—who wanted to set up a library at the Government Higher Secondary School in Badugam village. There is no greater joy for a bibliophile than to infect others with the same passion. Then, to do it for people in a remote land that has been afflicted by conflict and despondency was reason enough to gather around thousand books (mostly English, obtained through collection drives) and lug it over a thousand miles to them.</div>

Located in the north-west corner of Kashmir, Gurez lies just 130km from the capital, Srinagar; the stark difference in lifestyles, though, is both enticing and appalling. Once you’re past Bandipora, the road climbs to the Razdan Pass (3,500m), before descending to a land that can best be described as inhabited wilderness. This sole link with the rest of the state gets snowed in from the end of November to April-May, cutting off the region for close to five months of the year. At the opposite end, and across the mountains, lies the same land that was once frequented by the people of Gurez and is today controlled by Pakistan.</div>

This valley is home to the Dards or Dard Shins, who belonged to a region called Dardistan that today straddles India, Pakistan and Afghanistan. A few have stories of family members who were stranded across the mountains once the borders were drawn. There was little to do but start life afresh in a new land. What bound them was the comfort of the Shina language that is spoken in these parts. Some have never been seen since, while those with money have had the opportunity to reunite with their separated relatives. Though this isolation has been a bane, it has preserved the culture of a tribe which traces its ancestry all the way back to the fourth century BC.</div>

Herodotus provides the name Dadikai for one of the groups living on India’s frontier, which was then the seventh satrapy of the Achaemenian empire...Alexander, whose travels provide much of the data for classical geography of India, apparently did not meet any Dard people, but he did go to a place called Daedala.”</div>

Not much has changed over the centuries in the daily routine of the Dards, who’ve built their homes in the valleys and on the slopes of Gurez and the neighbouring Tulail valley. Most farm vegetables such as potatoes and peas, and herd livestock for a living. A few tend to the needs of the Indian Army, ferrying supplies on their mules to posts high up in the mountains. The soldiers outnumber the locals, as is the case in most of Kashmir. Though shelling and infiltration have been sporadic in these parts of late, the army’s suffering isn’t very different from that of the Dards. Solitude and cold can break the strongest of people.</div>

Kanzalwan, the first of the 28 settlements en route to Gurez, may seem like any other village in rural Kashmir. Past Dawar though, it feels like a different world. The Kishanganga river snakes its way through the valley, as fields and homes made of wood and mud lie in the shadow of the mighty Himalayas. The only aberration in the rustic landscape are the hidden army posts and checkpoints.</div>

Most modern amenities that are taken for granted are missing from these parts. Given the proximity to the border, there is no mobile network, reducing the utility of a cellphone to a camera or a flashlight. Electricity is a 3-hour affair in the evenings, provided by the government through diesel-powered generators. The roads can best be described as dirt tracks. The hijabs that the locals don double up as face masks, given the rise in respiratory ailments these days.</div>

“Twelve villages still don’t have electricity. What is more alarming is that they have no protection from natural calamities and bank on traditional methods for survival. Efforts are being made, but it is very difficult since the area is cut off for so many months,” says Sajad Hussain Ganie, district development commissioner of Bandipora.</div>

There is just one hospital that can tend to major illnesses in Dawar; else it’s a taxing, bumpy ride to Bandipora. Primary healthcare centres have been set up in some villages, as have schools; however, the doctors and teachers who are needed to run them are usually missing. These government jobs are considered punishment postings and the schools are at some distance from some of the villages, making it a gruelling trudge for the children.</div>

“I know education is a must in today’s times, so I encourage my four children to go to school. But their school is 14km away and I cannot afford the Rs100 taxi fare each day. There have been times when one of my girls had blisters on her feet and could not go. During the occasional days of shelling, we simply have to sit indoors, which further hampers their studies. What is their future?” says Mohammed Hussain of Niru village.</div>

Besides dealing with the absence of teachers, these schools have limited infrastructure; for instance, even those that do have computers, have little use for them given the erratic electricity, let alone an internet connection. Despite the odds, however, most children are enthusiastic about learning. It was heartening to meet a class IV student, who was fluent in Shina, Urdu, Hindi and English. In that moment, the effort of giving them access to over a thousand books seemed worth it.</div>

The dependence on wood has taken its toll on the forests, and it isn’t unusual to see barren slopes behind villages.</div>

But this is a battle against the elements for these landlocked communities, which may not receive help for days in the harsh winter. The only time one steps out is to clear the snow—it piles up over 10ft during some weeks—or an emergency.</div>

Unlike Pahalgam, Gurez has survived the onslaught of mass tourism until now due to its proximity to the border, despite being promised Rs 28 crore in July 2007 for upgrading the infrastructure. A few changes though are evident. The Kishanganga hydroelectric project can solve the region’s electricity woes. Though a fraction of it is meant for Gurez, smaller projects upstream are being proposed.</div>

Permits were done away with a few years ago. But most outsiders here are either army men, or backpackers who venture out when the snow thaws off the mountains in cascades. As more follow in the years to come, sustainable growth will be key to protect the home of the hospitable Dards.</div>

The study said that in the past 50 years, the amount of water in the open ocean with zero oxygen has gone up more than fourfold and in coastal water bodies, including estuaries and seas, low-oxygen sites have increased more than 10-fold since 1950.</div>

Scientists expect oxygen to continue dropping even outside these zones as Earth warms up. The study said in order to halt the decline, the world needs to rein in both climate change and nutrient pollution.</div>

“Oxygen is fundamental to life in the oceans. The decline in ocean oxygen ranks among the most serious effects of human activities on the Earth’s environment,” said Denise Breitburg, lead author of study and a marine ecologist with US-based Smithsonian Environmental Research Center.</div>

“It’s a tremendous loss to all the support services that rely on recreation and tourism, hotels and restaurants and taxi drivers and everything else. The reverberations of unhealthy ecosystems in the ocean can be extensive,” said Lisa Levin, a biological oceanographer at Scripps Institution of Oceanography at the University of California San Diego, US.</div>

The study was done by a team of scientists from GO2NE (Global Ocean Oxygen Network), a new working group created in 2016 by the United Nation’s Intergovernmental Oceanographic Commission.</div>

It is a first such study that takes a sweeping look at the causes, consequences and solutions to low oxygen worldwide, in both open ocean and coastal waters. It highlighted the biggest dangers to the ocean and society, and what it will take to keep Earth’s waters healthy and productive.</div>

Explaining the importance of oxygen in oceans, Vladimir Ryabinin, executive secretary of the International Oceanographic Commission, which formed the GO2NE group, said, “Approximately half of the oxygen on Earth comes from the ocean.”</div>

“However, combined effects of nutrient loading and climate change are greatly increasing the number and size of ‘dead zones’ in the open ocean and coastal waters, where oxygen is too low to support most marine life,” Ryabinin added.</div>

The authors point out that in areas traditionally called “dead zones”, like those in Chesapeake Bay (in the US) and the Gulf of Mexico, oxygen plummets to levels so low many animals suffocate and die. As fish avoid these zones, their habitats shrink and they become more vulnerable to predators or fishing. But the problem goes far beyond dead zones, the authors explained in an official statement.</div>

The danger due to low oxygen in oceans is manifold. For instance, as per the study, even small oxygen declines can stunt growth in animals, hinder reproduction and lead to disease or even death.</div>

“It also can trigger the release of dangerous chemicals such as nitrous oxide, a greenhouse gas up to 300 times more powerful than carbon dioxide, and toxic hydrogen sulfide. While some animals can thrive in dead zones, overall biodiversity falls,” the study warns.</div>

To keep low oxygen in check, the scientists said the world needs to take on the issue from three angles—address the causes, nutrient pollution and climate change. “This is a problem we can solve. Halting climate change requires a global effort, but even local actions can help with nutrient-driven oxygen decline,” said Breitburg.</div>

Eating food that is good for the brain<br />The brain uses up 25% of the energy we consume. Focusing more research on how to feed it seems like a no-brainer<br />Afew weeks ago, a scientific claim linking canola oil to Alzheimer’s disease risk raised an intriguing question: When it comes to healthy eating, do we have to choose between the head and the heart? In other words, is it possible that foods promoted as good for cardiovascular health, such as canola oil, are bad for the brain? There’s surprisingly little information out there on what to eat for brain health. The vast majority of nutrition research is aimed at the heart. Why wouldn’t scientists want to focus on maintaining the seat of consciousness, memory, creativity, love, learning and joy, as opposed to a glorified pump?</div>

Sure, heart disease is the leading cause of death in the US. But disorders of the brain may cause more suffering, and the numbers are growing. According to a new report, more than six million Americans currently live with Alzheimer’s disease, and by 2060, that will rise to 15 million.</div>

Since many of us are starved for information on brain health, it’s not surprising that news outlets played up the scare factor on the canola oil study, even though the deleterious effect was found in mice and therefore may not apply to humans. The researchers, from Temple University in Philadelphia, conducted two studies, the first using olive oil and the second, canola, which is found in many processed and pre-prepared foods. They used special mice with a genetic predisposition to develop Alzheimer’s disease, and gave one group a few drops of olive oil each day. The mice given olive oil did slightly better on memory tests, and, upon dissection, had fewer plaques in their brains than did those fed a standard mouse diet. When they tried the same experiment with canola oil, they found the mice getting the extra oil did worse on memory tests and had built up more brain plaques. The results may not be sufficient to make anyone give up canola oil, but they do make an important point—food affects the brain.</div>

Some media critics, such as Mary Chris Jaklevic at Health News Review, chastised reporters for not putting this single study into context. But what context? Not that many scientists specialize in diet and the brain, and when I sought them out, people kept pointing me back toward someone I’d interviewed in 2011—Joseph Hibbeln, a biochemist and psychiatrist working at the National Institutes of Health. His research has focused on a potential positive influence of one kind of fat—omega-3 fatty acids, which are found in seafood and some plants. He’s led studies that suggested a connection between low intake of omega-3s and a host of ills, such as suicide, violence and obesity. Drew Ramsey, a clinical psychiatrist specializing in nutrition, also notes that some controlled clinical trials have suggested omega-3 fatty acids improve symptoms of depression.</div>

That’s the uncontroversial part, since omega-3 fatty acids are approved by the American Heart Association as part of the family known as polyunsaturated fats. Where it gets tricky is in the biochemistry, because, as Hibbeln explains, there’s a chemical competition between omega-3s and another kind of allegedly heart-healthy polyunsaturated fat: omega-6, which is found in cottonseed, sunflower, safflower and corn oils, as well as corn- and soy-fed factory-farmed poultry (canola and olive oil are in a different category called monounsaturated fats).</div>

The problem with omega-6 fatty acids, Hibbeln says, is that the more you eat, the lower the level of omega-3 fats in your bloodstream given the same omega-3 intake. This happens because both kinds of fat compete for an enzyme that converts them to a form the body can use. So if you care about eating to keep your brain healthy, evidence would suggest keeping your omega-3 levels high, and that would mean not foiling your effort by ingesting omega-6 fats.</div>

The ratio of omega-6 fats to omega-3s has changed drastically over the last 75 years, as omega-6 fats went from about 1% to 10% of the human diet, and blood levels of omega-3 have plummeted. In the story I wrote in 2011 about Hibbeln’s work, he called it “the greatest dietary transformation in the history of Homo sapiens”.</div>

Whether omega-6 fats are heart-healthy depends on who you talk to. The American Heart Association’s recommendations continue to promote all polyunsaturated fats as healthy, and to demonize saturated fats—the kind found in butter and other full-fat dairy products. There was one very large, controlled clinical trial comparing the effects of a typical diet to one in which most of the saturated fat was switched out for omega-6 rich corn oil. A re-analysis published last year concluded that people getting the corn oil had lower cholesterol numbers but were more likely to die.</div>

Saturated fat is neutral in the tug of war between the omega-6 and omega-3 fats. There’s a body of studies suggesting that saturated fats are bad for the heart—but much of this was done in rabbits. The human studies—both observational and clinical—have recently been called into question and continue to generate controversy.</div>

What’s a health-conscious person to eat when the science is in such a state of disarray? The only fats that seem to be uncontroversial are omega-3 fats and olive oil. Canola oil is chemically similar to olive oil, but these new studies suggest they’re not interchangeable. As Hibbeln told me, the brain makes up 2% of the body by weight and uses up 25% of the energy we consume. Focusing more research on how to feed it seems like a no-brainer</div>

Due to rising global temperatures, oceans are getting warmer, which can result in coral bleaching. When water is too warm, corals expel algae living in them causing the corals to turn completely white, and this phenomenon is called coral bleaching.</div>

“The time between bleaching events at each location has diminished five-fold in the past 3-4 decades, from once every 25-30 years in the early 1980s to an average of just once every six years since 2010,” says study’s lead author Terry Hughes, director of ARC Centre of Excellence for Coral Reef Studies (Coral CoE) in Australia.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
“Before the 1980s, mass bleaching of corals was unheard of, even during strong El Niño conditions, but now repeated bouts of regional-scale bleaching and mass mortality of corals has become the new normal around the world as temperatures continue to rise,” Hughes added.</div>

The study’s co-author Andrew Baird of Coral CoE said, “Coral bleaching is a stress response caused by exposure of coral reefs to elevated ocean temperatures.”</div>

“When bleaching is severe and prolonged, many of the corals die. It takes at least a decade to replace even the fastest-growing species,” he added.</div>

Dr C. Mark Eakin of US’s National Oceanic & Atmospheric Administration said, “Reefs have entered a distinctive human-dominated era—the Anthropocene.”</div>

“The climate has warmed rapidly in the past 50 years, first making El Niños dangerous for corals, and now we’re seeing the emergence of bleaching in every hot summer,” Eakin added.</div>

Explaining further, Hughes said, “For example, the Great Barrier Reef has now bleached four times since 1998, including for the first time during back-to-back events in 2016 and 2017, causing unprecedented damage. Yet the Australia government continues to support fossil fuels.”</div>

The Logistics Ease Across Different States (LEADS) index, a composite indicator to assess international trade logistics across states and Union territories, is based on a stakeholders’ survey conducted by Deloitte for the ministry of commerce and industry. While Gujarat topped the first-of-its-kind index, Punjab and Andhra Pradesh took the second and third positions, respectively.</div>

Logistics, or the management of the flow of resources such as cargo, documents, information and funds through a range of activities and services between points of origin and destination, is a key parameter in deciding the trade competitiveness of a state or country.</div>

In a major push to developing an integrated logistics framework in the country, including industrial parks, cold chains and warehousing facilities, the government in November granted infrastructure status to the logistics sector, enabling the industry to access cheaper finances. The government also created the position of a special secretary in the commerce ministry to exclusively handle logistics and appointed former director general of the Directorate General of Supplies and Disposals, Binoy Kumar, to the post.</div>

LEADS is loosely based on the World Bank’s biannual Logistics Performance Index (LPI), on which India was ranked 35 among 160 countries in 2016, up from 54 in 2014. LEADS is based on eight parameters such as infrastructure, services, timeliness, track and trace, competitiveness of pricing, safety of cargo, operating environment and regulatory process. The study is based on a perception-based survey of 2,885 respondents across the country over a six-week period.</div>

The study found that supply chain efficiencies and economies of scale are yet to be unlocked, mostly due to suboptimal investment in building scale in infrastructure, automation, human capital and technology. It highlighted problems such as inadequate terminal capacity, poor last-mile terminal connectivity and issues in regulatory services provided by government agencies, among others. It also underlined issues specific to certain states. For example, respondents reported that labour unions created impediments for trade efficiency in states like West Bengal, Kerala, Maharashtra and Himachal Pradesh.</div>

Commerce and industry minister Suresh Prabhu said Indian logistics costs are said to be among the highest in the world—in the vicinity of 13% of gross domestic product (GDP). “Germany’s costs in comparison average just above 8% of its GDP, providing its industry a huge competitive edge in the global market,” he added.</div>

After the third meeting of the Council for Trade Development and Promotion on Monday that includes state industry ministers, Prabhu said his ministry will develop a strategy with the policy think tank NITI Aayog for supporting states that encourage exports. India’s merchandise exports increased 13% to $271 billion during the January-November 2017 period while its services exports rose 4% to $135 billion during the same period.</div>

डॉ. हरगोविंद जीवकोशिकाओं के नाभिकों की रासायनिक संरचना के बारे में अध्ययन कर रहे थे। नाभिकों के नाभिकीय अम्लों के संबंध में खोज काफी लंबे समय से चल रही है। डॉ. खुराना के अध्ययन का विषय न्यूक्लिऔटिड नामक उपसमुच्चयों की अत्यंत जटिल, मूल, रासायनिक संरचनाएं थीं। डॉ. खुराना इन समुच्चयों का योग करके महत्वपूर्ण दो वर्गों के न्यूक्लिप्रोटिड इन्जाइम नामक यौगिकों को बनाने में सफल हुए थे। डॉ. हरगोविंद खुराना ने साल 1970 में आनुवंशिकी के क्षेत्र में एक और योगदान दिया, जब वह और उनका अनुसंधान दल एक खमीर जीन की पहली कृत्रिम प्रतिलिपि संश्लेषित करने में सफल रहे। 09 नवंबर 2011 को इस महान वैज्ञानिक ने अमेरिका के मैसचूसट्स में अंतिम सांस ली। उनके पीछे परिवार में पुत्री जूलिया और पुत्र डेव हैं।<br />,,,,,,,,,,हरगोविंद खुराना का जन्म अविभाजित भारत के रायपुर (जिला मुल्तान, पंजाब) नामक स्थान पर 9 जनवरी 1922 में हुआ था। उनके पिता एक पटवारी थे। अपने माता-पिता के चार पुत्रों में हरगोविंद सबसे छोटे थे। गरीबी के बावजूद हरगोविंद के पिता ने अपने बच्चों की पढ़ाई पर ध्यान दिया जिसके कारण खुराना ने अपना पूरा ध्यान पढ़ाई पर लगा दिया। वह जब मात्र 12 साल के थे, तभी उनके पिता का निधन हो गया और ऐसी परिस्थिति में उनके बड़े भाई नंदलाल ने उनकी पढ़ाई-लिखाई का जिम्मा संभाला। उनकी प्रारंभिक शिक्षा स्थानिय स्कूल में ही हुई।</div>

उन्होंने पंजाब विश्वविद्यालय से सन् 1943 में बी.एस-सी. (आनर्स) तथा सन् 1945 में एम.एस-सी. (ऑनर्स) की डिग्री प्राप्त की। पंजाब विश्वविद्यालय में महान सिंह उनके निरीक्षक थे। इसके पश्चात भारत सरकार की छात्रवृत्ति पाकर उच्च शिक्षा के लिए इंग्लैंड चले गए। इंग्लैंड में उन्होंने लिवरपूल विश्वविद्यालय में प्रफेसर रॉजर जे.एस. बियर के देख-रेख में अनुसंधान किया और डाक्टरेट की उपाधि अर्जित की। इसके उपरांत उन्हें एक बार फिर भारत सरकार से शोधवृत्ति मिलीं जिसके बाद वे जूरिख (स्विट्सरलैंड) के फेडरल इंस्टिटयूट ऑफ टेक्नॉलजी में प्रफेसर वी. प्रेलॉग के साथ शोध कार्य में लगे।<br />,,,,,,,,,,,,,,,,1952 में उन्हें वैंकोवर (कैनाडा) की कोलम्बिया विश्वविद्यालय से बुलावा आया जिसके बाद वह वहां चले गए और जैव रसायन विभाग के अध्यक्ष बना दिए गए। इस संस्थान में रहकर उन्होंने आनुवांशिकी के क्षेत्र में शोध कार्य प्रारंभ किया और धीरे-धीरे उनके शोधपत्र अंतरराष्ट्रीय पत्र-पत्रिकाओं और शोध जर्नलों में प्रकाशित होने लगे। इसके फलस्वरूप वे काफी चर्चित हो गए और उन्हें अनेक सम्मान और पुरस्कार भी प्राप्त हुए।</div>

Electoral bonds are a half measure at best<br />Without improving regulatory frameworks for greater transparency in the finances of political parties, changing the means of donations will have little impact<br />Bringing about effective electoral finance reform in India requires political acknowledgement of an obvious truth. Measures of the kind announced in the Union budget last year will have limited effectiveness, or worse, be counterproductive, if they are not accompanied by the will to police the political establishment. The electoral bonds initiative detailed—if sparsely—by finance minister Arun Jaitley last week, makes this mistake.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Last year, the Association of Democratic Reforms put hard numbers to the extent of electoral finance malfeasance. Between 2004-05 and 2014-15, 69% of the total income of political parties was from unknown sources. This is not a new problem. The Santhanam Committee on Prevention of Corruption had raised the issue of black money in politics as far back as in 1964. A number of committees and commissions have addressed the electoral finance issue since. Their recommendations have failed to find purchase.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Electoral finance reform around the world has attempted to balance two objectives: remove black money and under-the-table contributions from the system and increase transparency so that citizens can see where the money is coming from and where it’s going. In “Reforming India’s Party Financing And Election Expenditure Laws” (Election Law Journal, 2012), M.V. Rajeev Gowda and E. Sridharan have argued that these objectives are incompatible in India. Companies need to stay on good terms with parties in the government as well as those in the opposition. If funding regulations impose transparency—and with it, the risk of alienating a political faction if they give money to another—they will resort to underhanded means.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
History seems to bear this out. In 1985, the then prime minister Rajiv Gandhi rolled back Indira Gandhi’s 1968 ban on corporate donations which had entrenched black money networks in politics. But this did nothing to clean up electoral funding. Faced with the prospect of losing anonymity by having to account for the donations in their annual reports, companies elected to persist with the black money system.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Jaitley has echoed this argument in explaining why electoral bonds ensure anonymity for donors. It is an implicit indictment of the crony capitalism that is endemic in the Indian economy. It is also a misrepresentation which fails to address the other half of the equation. Anonymity for corporate donors is important because the accounts of political parties remain opaque. The latter prevents citizens from making an informed assessment of government policies and regulations—public oversight that could check vendettas against or rewards for particular companies.</div>

The Union budget last year made no concrete moves on this front. Nor has any party shown serious intent in the past; quite the reverse. In 2013, the Central Information Commission had declared the six national parties to be within the ambit of the Right to Information Act. The parties have been united in disregarding this. Party accounts are audited by those appointed by the parties themselves, and regulations stipulating deadlines for submitting donation statements and income-tax returns to the Election Commission are flouted frequently and flagrantly with no consequence.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
Another reform Prime Minister Narendra Modi had mooted in 2016, state funding of elections, underscores the importance of party transparency. State funding has a proven record in a number of countries that have made the transition over the decades from corporate donations—and it has been presented as a solution a number of times in the Indian. However, in countries where it has worked—Germany, Japan, Canada, Sweden, to name a few—it has been accompanied by strict, well-enforced regulatory frameworks regarding auditing and disclosure of party income and expenditure. In the absence of such frameworks, state funding in India is a non-starter, as the Law Commission Report (1999) and Venkatachaliah Committee Report (2002) have pointed out. It would do little save provide an additional source of party funding without denting black money revenue streams.</div>
<div style="font-family: inherit; margin-bottom: 6px; margin-top: 6px;">
The Modi government has done well to take up the issue of electoral finance. But if it is serious about cleaning up the system, it must focus on increasing the accountability of political parties. It will not have a better opportunity to do so. It has staked its claim to rule on its will and ability to fight corruption. With eight state polls lined up this year and the general election next year, it—and other parties that support such a move—could reap the electoral benefits of the positive optics. If it remains business as usual, however, electoral bonds are likely to be little more than a sideshow in electoral finance reform.</div>

Indian Railways has decided to deploy “Drone” cameras (UAV/NETRA) for various railway activities especially project monitoring and maintenance of tracks and other railway infrastructure. It has been given directions to Zonal Railways to procure such cameras. This is in-line with Railways’ desire to use technology to enhance safety and efficiency in train operations.</div>

“Drone” cameras shall be deployed to undertake monitoring activities of relief and rescue operation, project mo<span class="text_exposed_show" style="display: inline; font-family: inherit;">nitoring, progress of important works, conditions of track and inspection related activities. It shall also be used to assess preparedness of Non-Interlocking (NI) works, crowd management during fairs and melas, to identify scrap and also for aerial survey of station yards. It is going to be instrumental in providing real time inputs related to safety and maintenance of tracks and other railway infrastructure.</span></div>
