More than seven lakh newborn babies die in India every year, the highest number of such deaths globally, a new study has claimed.

Each year 5.5 million babies enter and leave the world without being recorded and one in three newborns - over 45 million babies - do not have a birth certificate by their first birthday, according to new research co-led by the London School of Hygiene & Tropical Medicine.

Half of the newborn deaths worldwide occur in just five countries: India (779,000), Nigeria (276,000), Pakistan (202,400), China (157,000), and the Democratic Republic of Congo (118,000), although global and national figures conceal huge variations within and between different countries.

In 2012, eight of nine countries with neonatal death rates greater than 40 for every 1,000 live births were in sub-Saharan Africa; half of these countries were affected by conflict.

The findings, from the new Every Newborn Series, published in The Lancet, provide the clearest picture to date of a newborn's chance of survival and the steps that must be taken to end preventable infant deaths.

The series provides comprehensive new data for 195 countries regarding neonatal deaths, stillbirths, rankings for countries, rates of progress and coverage of birth certification.

New analyses indicates that three million maternal and newborn deaths and stillbirths could be prevented annually with proven interventions – including the promotion of breastfeeding, neonatal resuscitation, kangaroo mother care for preterm babies, antenatal corticosteroids, and the prevention and treatment of infections.

These interventions can be implemented for an annual cost of USD 1.15 per person. Providing quality care at birth yields a triple return on investment - saving mothers and newborns, and preventing stillbirths - and protects babies from disability, researchers said.

The authors estimate that 2.9 million newborn deaths and 2.6 million stillbirths (during the last three months of pregnancy) occur worldwide each year.

According to Professor Joy Lawn, who co-led the series, the results highlight an important, yet largely unacknowledged global problem.

Over the last decade, the rate of reduction for newborn deaths has been about half the rate of reduction achieved for children under age five, said the researchers.

As a result, newborn deaths now account for a larger proportion of under-five child deaths - 44 per cent in 2012, compared to 36 per cent in 1990.

In most regions of the world, more than half of child deaths are among newborns.

If current trends continue, it will be more than 110 years before an African baby has the same chances of survival as a baby born in North America or Europe, researchers said.

India continues to rank lowest in the World Bank’s ranking on the ease of ‘Doing Business’ for 2014.

India is now ranked at 134 against 131 in 2013. It is now placed lower than Brazil, Russia, China and South Africa. The survey-based report carried out by the CII in association with KPMG focused on a few key parameters such as starting a business, land acquisition, taxation and contract enforcement.

Releasing the report, CII Director General Chandrajit Banerjee said: ``The objective was to underscore the areas of business regulation that need attention; highlight a few effective and efficient processes already prevalent in some states that could be emulated by others; and advocate for adoption of more efficient and effective practices.’’ Out of the 10 parameters, India improved its position regarding dealing with construction permits and paying taxes. However, it slipped on other parameters such as starting a business, getting electricity, registering a property, getting credit, protecting investor, trading across borders and resolving insolvency. The survey calls for improvement in a number of areas to better the business climate, particularly around land acquisition, starting a business, taxation and contract enforcement.

Russia, China sign gas deal after a decade of talks
China and Russia on Wednesday a signed a multi-billion dollar gas deal that took 10 years in the making and is expected to supply 38 billion cubic metres of natural gas to China every year from 2018.

The value of the deal signed during an ongoing security summit in Shanghai wasn’t shared officially but it is estimated to be worth over $ 400 billion.

Protracted negotiations over the deal were stuck over pricing but Russian President Vladimir Putin had indicated days before that the talks on the deal had made “significant progress”.

A statement put out on their website by the China National Petroleum Corporation (CNPC) said the contract will see the east route pipeline starting providing China with 38 billion cubic meters of natural gas annually from 2018.

In 2013, CNPC signed a framework gas supply agreement with Russia's Gazprom, the world's largest gas company.

According to the BBC, the deal was inked at 4 am local time in the presence of Putin and Chinese President Xi Jinping.

The agreement helps both countries: Russia under the threat of sanctions over Ukraine is looking for markets other than Europe and to China it will provide an energy alternative to its coal-driven energy sector, considered as one of the main causes behind the country’s dangerous levels of pollution.

“Natural gas has become an important option for China's sustainable development. Consumption of natural gas stood at 167.6 billion cubic meters in 2013, up 13.9 percent year on year, while the natural gas imports rose 25 percent from a year ago,” a state media report said.

"The deal...fully embodied the principle of mutual trust and mutual benefit of China and Russia," the CNPC statement said.

It added that the agreement will accelerate the economic and social development in Russia's far-east region, and also diversify the export of the major oil and natural gas exporter.

“China and Russia have vowed to strengthen cooperation in energy and infrastructure in Russia. According to a joint statement signed by the two leaders after their talks on Tuesday, the two countries will ‘establish a comprehensive energy cooperation partnership’”, Xinhua, the official news agency, said in a report.

China is Russia's largest single trading partner, with bilateral trade in 2013 valued at f $9 0bn. Moscow and Beijing want the volume to double to $ 200bn in the next decade.
General Elections 2014: Highest Ever Voter Turn-Out
General Election 2014 has seen the highest ever voter-turnout in India with 66.4 % of the electorate casting vote. The previous highest was 64.01%, recorded in 1984. In the previous General Elections held in 2009, voter turnout was 58.19%. In absolute numbers, out of the total 834,101,479 electors, 553,801,801 people cast their vote in General Election 2014. Out of this, 65.3% were female voters and 67.09 % were male.
General Elections 2014 has seen the lowest ever number of Independent candidates getting elected. Out of a total of 8251 contestants, 3234 were Independent candidates; out of this, 3 candidates have been elected. In the previous General Elections held in 2009, the total number of Independent candidates was 3831 out of which 9 were elected. The highest ever number of Independents elected is 42 (Second General Elections, 1957); the number of Independent candidates contested was highest at 10635 in 11th General Elections, held in 1996.
